The cornerstone of any successful community starts with safety. Safety comes from first responders that are engaged in the community and the concerns of all residents.
Kevin E. Kubitskey has served the citizens of Pima County for over 20 years as a front-line deputy and supervisor understanding first-hand what it will take to provide the safety that the community needs. The Pima County Sheriff’s Department is currently operating at the lowest numbers of deputies and support staff in decades. Kevin E. Kubitskey knows what it will take to stop deputies and support staff from leaving.
Through Servant Leadership, morale will increase, and retention can begin. Kevin’s approach will strengthen deputy and support staff influence throughout the whole department. Giving ownership of an organization to the very people that run it on a day to day basis will improve retention efforts and more importantly a commonality with the community, increasing public service. With increased public service comes increased safety and a reduction in criminal activity.

Kevin E. Kubitskey was the former Vice President and President of the Pima County Deputy Sheriff’s Association. During Kevin’s time serving the members of the Sheriff’s department, Kevin discovered criminal activity involved with money that incorporated the highest levels of the organization.
Through a deep seeded sense of integrity, Kevin E. Kubitskey became a whistleblower. At a great cost to Kevin’s career and personal life, the previous regime was brought to justice and held accountable. It is this integrity that Kevin E. Kubitskey brings to the Pima County Sheriff’s Department. Kevin believes very strongly that corruption has no place in the Sheriff’s department or in Pima County. Law enforcement must uphold themselves to the highest ethical standards.
Reflection of a community is critical in law enforcement. Gender and cultural reflection help to connect law enforcement to the community. Through this connection comes trust and understanding. Kevin E. Kubitskey believes in a diverse department with an accurate reflection of the community and demographics.
Through extensive research, Kevin has identified several women candidates that have a strong background in servant leadership. Appointing a Chief Deputy from outside of the department that introduces the start of a diverse culture and a strong commitment to servant leadership is important to the growth of the Sheriff’s Department moving into the future. If appointed, this would mark the first time in the Pima County Sheriff’s Department history for a woman as second in command encouraging diversity to continue.
Being a diverse Sheriff’s Department brings an understanding of the community challenges that require specific attention and solutions. Kevin E. Kubitskey understands that cultural competency saves time and money while providing a safer community for both citizens and law enforcement.
